The Africa Europe Foundation is a consortium entity founded by a leading European think-tank, Friends of Europe, and a leading African Foundation, Mo Ibrahim Foundation, in partnership with the African Climate Foundation and the ONE Campaign and with a multitude of stakeholders from civil society, business, policymaking and the youth sector across Africa and Europe.

Africa Europe Foundation Strategy Groups – Our sectoral focus

The Africa Europe Foundation Strategy Groups are mandated to build a commonality of purpose from the complexity of sometimes diverging perspectives and approaches across priority domains of partnership; enlarge the Africa-Europe partnership to new and diverse actors; unlock dormant opportunities; leverage joint partnership action; open up space for fresh policy thinking, strategic foresight and a holistic rethink of critical sectors for multilateral cooperation; and reinforce Africa-EU on the international stage.

The Strategy Groups will focus on priority sectors that are central to Africa-Europe cooperation and critical in both the COVID context and in the face of the ongoing climate emergency. We recognise the interconnections across priority sectors and will work to break down silos and promote cross-sector initiatives.

The Strategy Groups will focus on the following priority sectors:

  • Health
  • Digital
  • Agriculture & Sustainable Food Systems
  • Energy & Green Transformation
  • Transport & Connectivity

The Strategy Groups are supported by the High-Level Group of Personalities who provides political and strategic orientations for the Africa Europe Foundation.

Our cross-cutting themes

In promoting a whole-of-society approach we highlight the importance of embedding cross-cutting themes which are pivotal to taking the Africa-Europe partnership to the next level of impact:

Climate Change; Youth; Gender; Education; Mobility; Involvement of Small and Medium Enterprises (SMES); and Governance.

The research partners affiliated to the Africa Europe Foundation Strategy Groups include IPEMED (Mediterranean World Economic Foresight Institute), the Policy Center for the New South (PCNS), the Next Einstein Forum and FERDI (Fondation pour les Études et Recherches sur le Développement International).

The preparation of the Africa Europe Foundation has been supported by the European Commission and in association with the African Union Commission through the “Debating Africa-EU” series.

The announcement of the Africa Europe Foundation is a call to involve diverse organisations, youth and civil society networks, think-tanks, foundations and institutions working on the Africa-Europe partnership.

Hastings Chikoko has over 25 years’ experience in the sustainable development sector working in Africa and Switzerland. At C40, he cooperates with a network of the world’s megacities committed to addressing climate change. Chikoko also serves on various advisory and supervisory boards, including the African Centre for Cities and the Global Future Council on Clean Air of the World Economic Forum. His work with local governments started at the City of Blantyre in Malawi. He has also worked for the International Union for Conservation of Nature (IUCN), including as Regional Director for East and Southern Africa, and Head of IUCN in South Africa.

He was previously a member of the European Commission Task Force on Sustainable Energy Investment and currently chairs the Global Wind Energy Council (GWEC) Africa task force.

Brian Dames is a leading figure in the African energy sector, having held a number of different senior capacities in the field. As head of Eskom, Dames gained experience in the operations and management of a large national company, later moving to leading roles in international and local business. He is a member of the World Economic Forum’s Global Council on the Future of Energy, a former member of the Administrative Board of Sustainable Energy for All, and Non-Executive Director of the Nedbank Group and the Industrial Development Corporation (IDC).

Anton Eberhard is an expert with over 35 years of experience in the energy sector in Sub-Saharan Africa and other developing regions. His research and teaching focus on governance and regulatory incentives to improve utility performance, the political economy of power sector reform, power investment challenges, renewable and distributed energy resources. Eberhard is also a member of the Global Commission to End Energy Poverty. He was appointed by the President of South Africa to chair a task team to resolve serious financial and technical challenges in the national utility, Eskom.

Connie Hedegaard holds several leading positions in support of a low-carbon and green economy. She was appointed Lead of the Mission on “Adaptation to Climate Change including Societal Transformation” for Horizon Europe and is also the chair of the Board for the KR Foundation, a Danish climate and sustainability foundation. Hedegaard was also the European Commissioner for Climate Action from 2010 to 2014, during which she led the negotiations towards the adoption of the 2030 Climate and Energy Framework and the 2050 Roadmap for moving to a low carbon economy, whilst also representing the EU in international climate negotiations.

Before joining SEforALL, Ogunbiyi was the first female Managing Director of the Nigerian Rural Electrification Agency, where she successfully negotiated the construction of solar mini-grids and the deployment of home systems across Nigeria. She also worked as a Senior Special Assistant to the Nigerian President Buhari on Power and was the first female to be appointed as the General Manager of the Lagos State Electricity Board.

Ignacio Perez-Arriaga is a professor of engineering, economics and regulation of the electric power sector. Perez-Arriaga is a consultant and lecturer in more than 40 countries, visiting professor at the Massachusetts Institute of Technology (MIT), professor at the Florence School of Regulation and Comillas University and founder of its Institute for Research in Technology (IIT). Sébastien Treyer has an exceptional track record in sustainable development. As head of foresight studies at the French Ministry of the Environment, he played an active role in leading the interface between science and policy and scientific programming at the European Commission, the French National Research Agency, and territorial actors such as the Seine Normandy Water Agency. He is also Chairman of the Scientific and Technical Committee of the French Global Environment Facility (FFEM) and member of the Lead Faculty of the Earth System Governance Network.
