A European Compact for AI Infrastructure: building capacity, sharing responsibility

Europe needs more computing capacity to support its AI ambitions. But where should this infrastructure be built, who should pay for the electricity networks it requires, and how can local communities benefit? Friends of Europe proposes a Compact to reconcile AI competitiveness with energy security, affordability and climate goals.

Europe’s ambitions to become a leading AI continent will depend not only on investment in computing capacity, but also on its ability to deliver reliable, affordable and clean energy. As demand for AI infrastructure accelerates, grid congestion, lengthy connection procedures and uncertainty over future demand risk slowing both the digital and energy transitions.

Done well, AI infrastructure can become not a constraint on Europe’s energy transition, but a force for accelerating it

In a new policy paper launched at the Friends of Europe Energy and Climate Summit on 13 October 2026, “A European Compact for AI Infrastructure: building capacity, sharing responsibility”, Friends of Europe proposes an approach based on shared responsibilities between public authorities, grid operators, technology companies, energy providers and local communities.

The proposed Compact rests on four pillars:

Through eight policy recommendations, the paper sets out how Europe can accelerate strategically useful AI infrastructure, improve grid planning, allocate costs fairly, use resources responsibly and ensure host communities share in the benefits.

The paper was written by Davide Sofia and Mila Van Roey, and draws on discussions held by Friends of Europe’s working group between February and July 2026.
