The One Europe, One Market policy guide

The Jacques Delors Friends of Europe Foundation is launching a new policy guide at the 2026 State of Europe high-level roundtable, hosted in Brussels by Friends of Europe. The guide maps 16 political points of contention that must be addressed to deliver the One Europe, One Market Roadmap’s 42 priorities by the end of 2027.

Consensus remains strong on the need for deeper market integration, greater investment and stronger European competitiveness. Yet behind this apparent consensus lie competing national interests, economic structures and different views of the balance between European integration and national autonomy.

“The political conditions for delivering the One Europe One Market Roadmap” makes these disagreements explicit, clarifying the space within which workable compromises must be built. It maps the principal political fault lines across five strategic areas: the Savings and Investments Union; the Energy Union and clean energy transition; the Connectivity Union; a Strategic Single Market; and social and territorial cohesion.

These disagreements cannot be addressed through technical negotiation alone. Many require explicit political choices and compromises across policy areas. By bringing them into a single framework, the guide shows where a concession in one dossier could create room for agreement in another. Preserving this package logic is essential to maintaining the Roadmap’s overall ambition.

“To get there, we need to be clear about the choices on the table. This paper sets them out openly, so that compromises can be built in time to deliver real results,” says Enrico Letta, former prime minister of Italy, author of the Letta report and Member of the Board of the Foundation.

The guide draws on a consultation led by Enrico Letta and Pascal Lamy, involving the Jacques Delors institutes, AREL Single Market Lab and Friends of Europe.

The Foundation’s European Roadshow will test this mapping across national contexts, identifying possible areas of convergence and building political ownership of the Roadmap’s delivery.
