What happened?

The world is undergoing a sweeping digital transformation, accelerated by rapid advances in artificial intelligence (AI). Together, these shifts are driving technological change at a dizzying pace. The opportunities are vast, yet the risks are real and Europe must act now to ensure its economy, politics and societal values can adapt, remain resilient and thrive, in this new era of digital and AI-driven change.

The TEPS European Policy Summit (TEPS 2025), organised by Friends of Europe in partnership with Tata Consultancy Services (TCS) on 18 November 2025, wrestled with the choices facing Europe as it strives to stake out its place in a revolutionised digital landscape dominated, so far, by the US, China and India.

Business leaders, tech innovators, academic experts and policy makers from national regional and international institutions debated how Europe can best prepare for the wave of change: provide companies and citizens with the right regulatory frameworks and funding channels; and pioneer technologies and services to ensure Europe can regain its digital competitiveness.

Yolanda Díaz Pérez, Vice-President of the Government of Spain and Minister of Labour and Social Economy, underscored the importance of democratic control over new technologies as a bulwark for Europe against potential overreliance on large US and Chinese tech companies, whose accountability structures may not align with European standards of transparency and accountability.

Former Italian prime minister, Enrico Letta stressed the importance of completing Europe’s single market by the 2028 deadline set by European Union leaders in October; and Daumantas Dvilinskas, Co-Founder and CEO of Fintech company TransferGo, emphasised that electing leaders with an understanding of the digital challenges and opportunities is crucial, especially given the security threats facing Europe.

As Europe faces an evolving security landscape, ensuring digital resilience has become an
urgent priority. Cyber threats, AI vulnerabilities and geopolitical tensions are testing the EU’s ability to safeguard its critical infrastructure. With cyberattacks on European institutions and key industries increasing, the EU is working to reinforce its digital security, including the development of secure digital borders, stronger cybersecurity frameworks and improved cyber agility to respond to emerging threats. The recently proposed Cyber Resilience Act and the AI Act highlight the necessity of proactive risk management, ensuring that AI -driven technologies enhance security rather than expose new vulnerabilities. At the same time, Europe must balance security with innovation, ensuring that regulations do not stifle the competitiveness of its digital economy.

Securing Europe’s digital future also requires a robust approach to data security and AI risk mitigation. The EU’s increasing focus on de-risking its technological dependencies,
particularly in critical sectors such as telecommunications, energy and defence underscores the need for stricter data governance and investment in cyber defence capabilities. While AI can improve threat detection and crisis response, it also presents new challenges, such as deepfake technology and autonomous cyberattacks. With initiatives like the ReARM EU plan aiming to bolster Europe’s technological and security resilience, the time has come to set clear priorities: strengthening cybersecurity cooperation, investing in secure digital infrastructure and ensuring that AI and other emerging technologies serve as safeguards rather than risks.

As Europe faces increasing economic and security challenges, digital transformation presents a significant opportunity to enhance public services, reduce costs and improve efficiency. By integrating advanced technologies such as artificial intelligence (AI) and egovernment platforms, public administrations can streamline operations and deliver more responsive services to citizens. For instance, Denmark’s adoption of electronic invoicing has resulted in annual savings of €150mn for taxpayers and €50mn for businesses. If implemented across the EU, such measures could lead to annual savings exceeding €50bn.

Despite these advantages, the Digital Economy and Society Index (DESI) reveals disparities among EU member states in the adoption of digital public services. While countries like
Finland and Sweden lead in digital performance, others, including Romania and Greece, lag behind. Addressing these gaps requires targeted policies to promote digital literacy, invest in secure digital infrastructure and ensure that technological innovations are accessible to all citizens.

Furthermore, interoperability among digital systems is crucial for seamless cross-border interactions and efficient service delivery. The EU’s strategy emphasises enhancing accessibility, efficiency and user-centricity in digital public services, aiming to create a cohesive and digitally advanced public sector ecosystem. By fostering collaboration between governments, the private sector and civil society, Europe can harness technology as a force for good, ultimately delivering more efficient and citizen-centric public services.

As artificial intelligence (AI) reshapes everything from economic systems to national defence, as well as global strategy. More recently, AI policy has become a source of increasing friction. This interactive dialogue brings together leading voices from across regions and disciplines for a dynamic, wide-angle conversation on how governments are navigating the regulation of AI, what’s driving their decisions and whether the world is moving towards convergence or fragmentation in its policies towards AI.

The discussion unfolds against the backdrop of diverging global approaches. In Europe, the landmark EU AI Act is entering force, introducing a risk-based framework that champions ethics, transparency and accountability, though some warn it may dampen innovation. Across the Atlantic, the US is rolling back federal regulation, signalling a shift toward deregulation and prioritising innovation through a fragmented, state-led model. Meanwhile, Asia, particularly China, is pushing forward rapidly with state-driven AI deployment in public services while also calling for multilateral governance through a new global regulatory body. Across Asia, countries like India and Singapore are developing sector-specific AI oversight and compliance frameworks — aligning with a broader push to scale domestic AI infrastructure and reduce dependence on US imports.

With three distinct governance models emerging: rule-based (EU), market-driven (US) and state-coordinated (Asia), this session probes the complex intersection of technology and geopolitics. This session aims to present a timely, high-stakes conversation at the fault lines of policy, power and possibility.

Initiatives like the RePowerEU show a commitment to strengthening Europe s industrial and digital capabilities, but questions remain about whether investment levels match the ambition. Ultimately, for Europe to pioneer the technologies of the future, it must commit to a framework that supports innovation, riskrisk-taking and a thriving ecosystem of talent and ideas.

Tomislav Sokol currently serves as a Member of the European Parliament Committee on Public Health. Previously, he was the European People’s Party (EPP) Coordinator in the Committee on Public Health (SANT) and Vice-Coordinator in Special Committee on the COVID-19 pandemic: lessons learned and recommendations for the future (COVI). He also sat on the Committee on the Environment, Public Health and Food Safety (ENVI), among others, and was the main rapporteur for the European Health Data Space and EPP shadow rapporteur for pharmaceutical legislation (regulation). Prior to Brussels, he was a member of the Croatian parliament and an assistant minister in the Ministry of Science and Education. Sokol’s areas of professional interest include the law of the European common market, as well as health, competition, social and trade law.

Despina Spanou is the Deputy Director-General in charge of the Directorate for Cybersecurity and Trust at the European Commission, where she also oversees cross-cutting security issues. She previously served as Head of Cabinet to Vice-President Margaritis Schinas, leading work on security, migration and asylum, health, skills, education, culture and sport. Earlier in her career, Spanou was Director for Digital Society, Trust and Cybersecurity at DG CONNECT, where she shaped EU cybersecurity policy and legislation. A founding member of Women4Cyber, she actively promotes the development of cybersecurity expertise across Europe.

Dragoș Tudorache is the diplomatic adviser to the Executive Vice-President Stephane Séjourné, and is responsible for economic security and technological sovereignty. He was previously a member of the European Parliament and vice-president of the Renew Europe Group, serving as the LIBE rapporteur on the AI Act and as chair of the Special Committee on Artificial Intelligence in the Digital Age. Tudorache began his career as a judge in Romania, and he has led legal departments at the OSCE and the UN missions in Kosovo. After working on justice and anticorruption at the European Commission Delegation in Romania, he joined the Commission and managed several units and strategic projects. In 2015, Dragos joined the Romanian Government led by Dacian Cioloș, serving as Head of the Prime Minister’s Chancellery, Minister of Communications and Digital Society and Minister of the Interior.
