Artificial intelligence (AI) has the power to unlock new opportunities for Europe, including in its public administrations. AI can bring enhanced productivity, maximising value for people and businesses and creating efficiencies that free precious resources for services like health, welfare and education. It can also help governments to deliver more personalised and innovative services for citizens at a local level. Even in the European Union institutions, complex legal, executive, judicial and financial tasks can be accelerated and streamlined by AI.

The opportunity exists for Europe to lead the AI-driven digital government revolution. But how does Europe maximise this opportunity? What should Europe’s strategic approach to AI implementation look like? What ethical and regulatory standards are needed in the public sector? And how can improved public sector efficiency support the development of new economic growth opportunities?

Cloud computing will play a pivotal role in supporting Europe’s ongoing digital and AI transformation, allowing administrations, like companies, to scale efficiently, ensure robust privacy and security, and develop interoperable, collaborative solutions. Cloud services already underpin key public and private sectors, providing the scalability and flexibility necessary to thrive.

To maximise the AI opportunity, Europe’s public administrations need to focus on developing the necessary infrastructure, ensuring data quality and providing regulatory clarity fostering, as well as developing, AI-related skills. Ensuring that cloud services are accessible to all – from multinational corporations to local startups and individual citizens – and that these services are open, flexible and interoperable is essential to develop a fair and inclusive digital ecosystem.

This dinner-debate will bring together diverse stakeholders, including policymakers, legal experts, business leaders and civil society representatives, to explore these issues and shape a prosperous, equitable and competitive digital landscape for Europe.

Martin Thelle is a Senior Partner at Implement Consulting Group, where he leads the firm’s economics practice. With 25 years of consulting experience, Thelle specialises in economic modelling, competition and regulatory policy, advising both private-sector clients – particularly in technology, telecommunications, transport and utilities – and public institutions across Europe and beyond. He previously spent six years in Brussels, including as advisor to the Chief Economist at the Directorate-General for Trade of the European Commission, contributing to international trade and internal market policy. Thelle is notably the lead author of “The Economic Opportunity of Generative AI in the EU”, a report developed in collaboration with Google and released in October 2024.

Massin leads Google’s Government Affairs & Public Policy team in Brussels, driving the development and implementation of outreach strategies, and engaging in various policy areas affecting the digital industry such as platform policies, privacy, content management, economic recovery and sustainability. Previously, Massin was the CEO of the public affairs consultancy BCW, leading its Public Affairs Practice across Europe and managing pan-European advocacy programs for a wide range of industries towards regulators, industry, NGOs and media. She was previously a board member of EPACA, where she supported the trade body on setting priorities and strategic direction. Previously, Massin worked at the UN, the European Commission and the French Ministry of Foreign Affairs.
