In an increasingly digitalised world, propaganda, disinformation and misinformation threats accompany any major event that we read and hear about, from elections to geopolitical tensions, from economic shocks to disease outbreaks. In the first six months of 2025, leading social media platforms have taken action on billions of fake accounts, and countless more remain unidentified or not flagged by social media users. Data from the 2025 Imperva “Bad Bot Report” shows a striking result: in 2024, bots drove more than half of online traffic, 37% of which was driven by malicious bots. This entails that when engaging online, more than one third of the content we see is deliberately crafted to drive violent and toxic narratives.

In the next three years, projections show the number of social media users will increase to over six billion, 70% of the world’s population. Artificial Intelligence (AI) proves to be just as consequential and impactful on society as the introduction of social media. Understanding the threats coming from propaganda and digital narratives thus becomes a standard requirement for the stability and health of democracy. Indeed, AI will significantly lower the entry barriers for cyberattacks and drastically increase the scale to spread disinformation. At the same time, Artificial Intelligence remains a tool, and it must be applied with a vision and public value in mind.

Narratives in the digital sphere matter for democratic exchange and citizens’ participation in the public sphere. The current digital landscape is characterised by overconsumption of information and concentrated media ownership in the hands of a few powerful actors, fuelling fatigue, alienation, and deepening divisions rather than bridging them. It is thus essential to work collectively on creative and impactful initiatives that can reignite positive and constructive narratives on the European project. This working group will brainstorm and propose concrete ideas to understand how to connect citizens from every corner of Europe and how to craft an authentic, emotional and hope-based narrative.

With two decades of experience in global political communication, Coombes has held senior roles including Head of Brand at Amnesty International and speechwriter at the European Commission. He advises civil society leaders, NGOs and changemakers on values-based storytelling, strategic narrative and public engagement, and writes about social change strategy on the Hope-Based Substack.

Jan-Willem van Putten is a Dutch social entrepreneur and policy expert. He is co-founder of both The School for Moral Ambition and Training for Good, which focus on priming a new generation of leaders to confront pressing global challenges and make a lasting impact on society. Through his work, he strives not only to talk about a better world, but also to take action towards one. As Fellowship Director at The School for Moral Ambition, van Putten manages programmes that empower individuals to drive change in sustainable food production and tobacco industry control. Training for Good works to equip young European policymakers and journalists to recognise and reduce risks from emerging technologies.

German politician Wiebke Winter is a member of the Bremen State Parliament representing the Christian Democratic Union (CDU). She is the youngest female member of the CDU’s Federal Executive Board. Winter’s political priorities include climate protection, security and digitalisation. In 2021, she co-founded KlimaUnion to push for more ambitious climate policies, particularly through climate-focused foreign policy. Winter chairs the Home Affairs Committee in the State Parliament. She co-led the CDU list in in Bremen’s 2023 state election and is the party’s deputy parliamentary group leader and spokeswoman on Justice. Winter campaigns to get more young women in politics.

Albanian Deputy Minister for Europe and Foreign Affairs and 2024 European Young Leader (EYL40)

Since 2021, Megi Fino has been Albania’s Deputy Minister for Europe and Foreign Affairs. She is at the forefront of advancing her country’s European Union membership process as a negotiator for the acquis Chapter 31. Fino has been engaged at the UN and regional bodies to promote support for Ukraine and regional cooperation. She was previously an Integrity Consultant for the United Nations Development Programme (UNDP) focused on local governance reform and worked as a regulatory expert at Vodafone Albania. A lawyer by training, she includes Chinese among her many languages.

Clémentine is a journalist who has gone from freelance reporting on the radio and in magazines to later becoming Editor-in-Chief at EurActiv, France. She is now Editor-in-Chief Editor of Contexte, an online newspaper that focuses on French and European public policy which she co-founded in 2013. She is also Vice-President of Europresse, the association of French journalists who cover European affairs, and AJDE, an association for journalists who specifically report on energy issues. Educated in Paris and Brussels, Clémentine is a published author and was previously in charge of opening the Brussels office of the Robert Schuman Foundation.

Kosta Karakashyan is a Bulgarian-Armenian director, choreographer, writer and activist. Karakashyan’s work includes film, video, dance, theatre and immersive performances that often confront social issues including LGBTQ+ rights in Eastern Europe, mental health and the climate. His Studio Karakashyan made the award-winning documentary dance film “Waiting for Color” about LGBTQ+ persecution in Chechnya. He is the creator of Bulgarian LGBTQ+ community platform Out.bg. As a dancer and choreographer, Karakashyan has collaborated with singer Rita Ora, worked with clients from Calvin Klein to Disneyland, and performed on TV and stage around the world.

Nevenka Lastrić-Đurić has been State Secretary in Croatia’s Ministry of Internal Affairs since August 2024. Previously, she worked at the US Embassy in Zagreb as an advisor for legal policy across the Central and Eastern European region. She promoted international cooperation and delivered targeted training for judges, prosecutors and police to counter cross-border criminality and encourage institutional reform. LastrićĐurić focused particularly on strengthening cooperation in exchange of digital evidence, combatting cybercrime and fraud related to cryptocurrencies. In November, she became VicePresident of the Zagreb section of the Croatian Social Liberal Party (HSLS) as it prepares to contest the 2025 municipal elections.

Born in Israel to an Italian mother and Libyan father, Liel Maghen has spent years exploring his identity, which has led him to his active involvement in peace building activities in the Middle East. After co-directing the Israel/Palestine Centre for Research and Information (IPCRI), a partnership-building NGO and think tank, he co-founded Elham – the Day After, bringing together Israeli and Palestinian artists to sow seeds of hope in a shared future. Maghen also acts as a consultant on programmes across the Middle East promoting community building, intercultural dialogue and non-violent communication. In 2022, he was awarded the IIE Victor J. Goldberg Prize for Peace in the Middle East. He is currently making his first feature-length documentary to inspire hope in the war-torn region.

Amélie Matton is the current Senior Advisor to the Board, and until recently CEO, of Ecosteryl, a world-leading medical waste management service based in Mons, Belgium. An experienced leader with a demonstrated history in the environmental services industry, Matton also has a strong background in the financial, operations and international trade sectors. At the head of a company, in a once male-dominated industry, now operating in more than 65 countries, this environmental engineer is passionate about women not having to make concessions in order to become leaders in business. Among her accolades, Matton is a member of Belgium’s 40 under 40, was nominated at the Manager of the Year 2023 edition and was part of the first Belgian list of Inspiring Women in Tech.

Negar Mortazavi is an Iranian-American journalist and columnist, who exclusively covers stories about Iran in both English and Persian. She is also the host of the Iran Podcast and a frequent commentator on Iranian affairs at MSNBC, BBC, PRI, The New York Times, Aljazeera, HuffPost and international outlets across the world, including Lebanon, Iraq, Israel, Turkey, Switzerland and Japan. Mortazavi previously worked as a TV presenter at Voice of America (VOA) Persian, where she hosted a daily hour-long interactive show that discussed current affairs with Iranians across the world.
