Single Market

In an era of geopolitical volatility, Europe needs to maintain sovereignty; it cannot afford fragmentation or complacency. Completing the EU Single Market is the safest, fastest, and most powerful way to strengthen Europe’s economy, a necessary condition to increase its security and better protect its citizens. It is the continent’s largest low-risk, high-return growth opportunity – one that requires political will more than new public spending.

Led by the newly founded Jacques Delors Friends of Europe Foundation, ‘Europe28: One Europe – One Market – For All’ aims to unite an unprecedented coalition of economic, social, academic and institutional actors – from businesses and trade unions to universities, civil society, financial and EU institutions. Together, this Coalition of Action will speak with one clear voice, one timeline and one shared ambition: unlock Europe’s full potential by completing the Single Market by 2028.

The Coalition’s mission is to mobilise public and political demand for progress, provide expert solutions and legislative input, demonstrate what works and hold institutions accountable for measurable advances, by driving action across three strategic sectors and advancing on three essential enablers, which follow the recommendation of the Letta report, align with the European Commission’s State of the Union 2025 address and support the European Council’s agenda for competitiveness and resilience.

The JDFoE Foundation is the first pan-Europen think tank, advocacy and communications powerhouseand citizen engagement group. Itis independent, innovative, multi-disciplinary, non-party political.We fuse innovative ideas with civic engagement to accelerate Europe’s response to global challenges by building a permanent pan-European platform that connects Europe’s brightest minds, boldest leaders and most engaged citizens – delivering fast, scalable and systemic solutions.

Our approach is defined by three pillars

• We innovate policies on strategic issues, from economic and physical security, to digitalisation and competitiveness, bridging research with real delivery.
• We create impact by amplifying ideas through advocacy, media, and public and private sectors engagement across Europe.
• We engage to combat disinformation, inspire civic participation and empower citizens.

The Foundation brings Friends of Europe together with the Jacques Delors Institutes in Paris, Berlin and Brussels, as well as leading academic institutions in Madrid and Rome to complete the European Single Market within the lifetime of this Commission by the end of 2028.

The JDFoE Foundation will establish a Coalition of Action to organise a shared voice and common agenda for engagement on the Single Market. You can get involved at different levels:
