In today’s evolving geopolitical and technological landscape, Europe’s pursuit of resilience, competitiveness, and autonomy is not just a policy shift – it is a necessity. Satellite-based Earth Observation plays a particularly vital role in responding to these challenges and fulfilling the associated European policy ambitions. Member States and Europe have already developed important programmes, such as the Copernicus Programme, national and commercial programmes, which address critical security and resilience challenges. Yet Europe remains the only space power without an institutional dual-use Earth observation capability, leading to a number of critical gaps.

As a response, Europe is taking decisive steps to develop these capabilities. The European Commission proposes the EU Earth Observation Governmental Service (EOGS) under the 2028-2034 Multiannual Financial Framework, while ESA, in close cooperation with the Commission and complementing EOGS, is proposing the European Resilience Programme on Earth Observation (ERS-EO) for subscription at the ESA Council meeting at Ministerial level 2025 (CM25).

Taking place less than two weeks after CM25, this policymakers’ dinner offers a timely opportunity to reflect on its key decisions to discuss the next steps towards advancing Europe’s shared goal of strategic autonomy in space.

  • How to ensure that future European Earth Observation capabilities successfully deliver timely, secure, and independent data to meet both civil and security needs?

Simonetta Cheli

Director of Earth Observation Programmes at the European Space Agency (ESA) and Head of the ESA Centre for Earth Observation (ESRIN)

Simonetta Cheli is the Director of Earth Observation Programmes at the European Space Agency (ESA) and Head of the ESA-ESRIN establishment in Frascati, Rome. She has worked at ESA for over three decades, both at ESA Headquarters in Paris and at ESRIN. She is a member of the ESA management team and the ESA Executive Board and is accountable for formulating the ESA strategy for the Earth Observation (EO) sector, managing the development of EO satellites, in-orbit Mission operations, ground segment data distribution and archiving, science applications and projects. She actively engages with worldwide stakeholders including space agencies, industry, scientific communities, satellite operators, public/private entities, and international partners, managing major partnership programmes like Copernicus and meteorological programmes with the European Commission and EUMETSAT. Additionally, serving as the representative of ESA in Italy and Head of the ESA ESRIN establishment, Simonetta Cheli represents ESA in numerous international fora and acts as a spokesperson with media in worldwide conferences.

Giorgio Gori currently serves as Vice-Chair of the European Parliament’s Committee on Industry, Research and Energy (ITRE), where he has been appointed as Shadow Rapporteur for the upcoming Space Act. He is also a substitute member of the Committee on Foreign Affairs (AFET), and Standing Rapporteur for Tunisia.  Founder of Magnolia, a television-production company, Giorgio was the Mayor of Bergame from 2014 to 2024.
