In this discussion with Jos Delbeke, European Commission Director General for Climate Action, participants will explore the implications of ratification of the Paris agreement and the proposals for Member State targets to reduce emissions in those sectors not covered by the Emissions Trading System, with a focus on transport, agriculture and buildings.

Professor Jos Delbeke holds the first EIB Chair on Climate Policy and International Carbon Markets and was previously Director-General of the European Commission’s DG for Climate Action (2010-2018). Delbeke was involved in setting the EU’s climate and energy targets for 2020 and 2030, and in developing EU legislation on the Emissions Trading System (ETS), cars and fuels, air quality, emissions from big industrial installations and chemicals (REACH). He developed Europe’s International Climate Change strategy and was the European Commission’s chief negotiator at the UNFCCC Conference of the Parties, playing a key role in the EU’s implementation of the Kyoto Protocol and in negotiations on the Paris Agreement.

Dharmendra Kanani is Director of Policy & Programmes and Chief Spokesperson at Friends of Europe. Prior to joining Friends of Europe, Dharmendra was director of policy at the European Foundation Centre (EFC). He was the England director at the Big Lottery Fund, the largest independent funder in the UK and fourth largest in the world. Dharmendra has held senior positions in the public and voluntary sectors and advisor to numerous ministerial policy initiatives across the UK.
