About

Against a backdrop of accelerating geopolitical tensions, rapid technological change and intensifying global competition for talent, the European Union is preparing its next research and innovation framework for 2028-2034. The European Commission has proposed to double the budget to 175 billion euro, with the aim of making Horizon Europe larger, simpler and more impactful, and more closely aligned with the new European Competitiveness Fund.  

This policymakers dinner debate will examine what such an ambitious programme should deliver for Europe’s competitiveness, resilience and citizens. How can future investment in research and innovation better support strategic autonomy, industrial leadership and societal trust, while remaining open, collaborative and mission-oriented? 

While Social Sciences and Humanities (SSH) already play a substantial role across Horizon Europe, participating in the vast majority of projects, their contribution is often not fully leveraged in terms of impact and integration. As the EU prepares to scale up its investment, the discussion will examine how future programmes, partnerships and missions can move beyond silos and ensure that technological and societal dimensions reinforce one another from design to delivery. 

Building on recent insights and recommendations, including those emerging from the SSH CENTRE project, participants will reflect on how future frameworks can encourage clearer shared objectives, genuinely interdependent collaboration across disciplines, and more robust ways of capturing societal value, including through approaches such as social sustainability indicators and life-cycle assessments. 

This high-level roundtable will provide the opportunity to engage with policymakers, industry representatives, and social partners to identify concrete choices for the 2028-2034 research and innovation framework that can boost innovation, strategic independence and public trust in European research. 

This Dinner Debate directly follows the Policy Insight event “Shaping the next European research and innovation framework”, which will examine how the next research and innovation framework can fully integrate social sciences and humanities in shaping research priorities and innovation pathways. Philippe Lamberts, a Belgian former Member of the European Parliament, has played a vital role as the former Co-President of the Group of the Greens/European Free Alliance. With a focus on economic and financial questions, he has become a specialist in fiscal, banking and macroeconomic issues. As a member of the Committee on Economic and Monetary Affairs (ECON), he brought a unique perspective and expertise to drive environmental sustainability and advocate for green policies within the European Parliament.

Janusz Lewandowski was born in 1951, Lublin, Poland. Graduated in Economics from the University of Gdańsk, P.hD. in Economics in 1984. He was a member of the ‘Solidarity’ movement. He was Minister of Privatisation (1991-1993), Member of the Parliament of the Republic of Poland (1997-2004), Vice-Chairman of the Poland-EU Committee (2001-2004), Chairman of the European Parliament’s Budgets Committee (2004), and was the European Commissioner for Financial Programming Budget (2010-2014). MEP from 2004 – 2010 and since 2014. He is Vice-Chair of the European Parliament’s Committee on Budgets, substitute Member in ECON and CONT committees and Member of the delegations to Mercosur and Latin America.

Tamsin Rose is a facilitator who was until recently a senior fellow for health at Friends of Europe. Having studied international relations, she has 25 years of experience working across the European continent from Ireland to Mongolia. A natural communicator, Tamsin has been a radio reporter, worked on press for the EU Delegation in Moscow and is currently a member of the external speaker team for the European Commission Directorate-General for Communication, describing how the EU works and key policies to visitor groups from around the world. Since 2002, she has specialised in public health and public participation issues, serving as the Secretary General of the European Public Health Alliance (EPHA), and providing strategic advice for health groups on how to engage successfully with the EU.
