Praesidium and Trustees

The direction and focus of Friends of Europe's activities is decided in conjunction with the President, his Praesidium and our Board of Trustees.

President

Viscount Etienne Davignon

Viscount Etienne Davignon is Vice-Chairman of GDF Suez, Chairman of the Board of  Directors of Brussels Airlines and Chairman of the Palais des Beaux-Arts in Brussels. He is also Chairman of the Compagnie Maritime Belge (CMB) and a member of the board of the Royal Sporting Club d'Anderlecht.

In 1959, Davignon joined the Belgian Ministry of Foreign Affairs and was Head of Cabinet for Ministers Spaak (Socialist) and Harmel (Christian-Democrat). During his career at the Ministry of Foreign Affairs, he was directly involved with Belgium's policies in Africa, the independence of Ruanda and Burundi and the solution to the Belgian and Zaïre conflict. He was also a key figure behind the report on the future of the Atlantic Alliance (Harmel report) and he presided the committee which prepared the first proposals regarding political co-operation between EEC members (Davignon report) in 1974-1975.

Following the oil crisis in 1973, Davignon chaired the International Conference which established an oil sharing treaty. From 1974 to 1977, he was the first President of the International Energy Agency , which had been created in 1974.

After leaving the civil service in 1977, Davignon was appointed Vice President of the European Commission in charge of industry, research and energy where he stayed until 1984. During this period he was active in the restructuring of European industry (steel, textiles, synthetic fibres) and promoting new research co-operative ventures in Information Technology and Telecommunication (Esprit, Race). He negotiated key agreements with the US, Japan and China.

In the beginning of 1985 he joined Société Générale de Belgique, Belgium's leading holding company of which he became Chairman on April 11, 1989 and Vice-Chairman on February 28, 2001. Since October 31, 2003 he has served as Vice-Chairman of Suez-Tractebel. 

 

Praesidium

Giuliano Amato Giuliano Amato is a former Prime Minister of Italy. He also served as Vice President of the Convention on the Future of Europe.
Michel Barnier Michel Barnier is the European Commissioner for the Internal Market and Services. He was previously a Member of the European Parliament and before that France’s Minister for both Agriculture and Foreign Affairs.
Carl Bildt Carl Bildt is the Swedish Minister for Foreign Affairs. He was the UN Secretary General’s Special Representative for the Balkans and Sweden’s Prime Minister in the early 1990s.
Laurens Jan Brinkhorst Laurens Jan Brinkhorst is a former Dutch Deputy Prime Minister and Minister for Economic Affairs. He has also been an MEP and a Director General at the European Commission.
Pat Cox                                   Pat Cox is a former President of the European Parliament and was also President of the European Movement International. Before his political career, he worked as a journalist for Irish television.
Jean-Luc Dehaene Jean-Luc Dehaene is Chairman of the Board of Dexia and a former Prime Minister of Belgium. He served as the Vice President of the Convention on the Future of Europe and is Vice Chairman of the European Parliament’s Delegation for relations with China.
Anna Diamantopoulou Anna Diamantopoulou is Greece’s Minister of Development. She is a former EU Commissioner for Employment and Social Affairs.
Elisabeth Guigou Elisabeth Guigou is a Member of the French National Assembly's Foreign Affairs Committee and Member of the Delegation to the EU. She is a former Minister for EU Affairs.
Daniel Janssen Baron Daniel Janssen is Honorary Chairman of Solvay and a Member of the Executive Committee of the Trilateral Commission.
Jean-Pierre Jouyet Jean-Pierre Jouyet is Chairman of the Autorité des Marchés Financiers (AMF) and was formerly French Secretary of State in charge of European Affairs.
Pascal Lamy Pascal Lamy is WTO Director General and a former European Commissioner for Trade 
Mario Monti Mario Monti is the Prime Minister of Italy. He is a former European Commissioner.
Hans-Gert Pöttering Hans-Gert Pöttering is a Member of the European Parliament and its former President, as well as former Chairman of the EPP-ED Group.
Jacek Saryusz-Wolski Jacek Saryusz-Wolski is a Member of the European Parliament. He was formerly Chairman of the European Parliament’s Foreign Affairs Committee, and before that Polish Minister for European Affairs.
Guy Verhofstadt Guy Verhofstadt is the Leader of Alliance of Liberals and Democrats for Europe (ALDE) in the European Parliament and a former Prime Minister of Belgium.

Board of Trustees

Edmond Alphandéry Edmond Alphandéry is President of the Supervisory Board of CNP Assurances. He is a former Minister of the Economy of France.
Enrique Barón Crespo Enrique Barón Crespo is a former President of the European Parliament.
Joachim Bitterlich Joachim Bitterlich is Chairman of Veolia Environment Germany and European Vice President International Affairs of Veolia Environment in Paris. He was formerly Foreign and Security Policy Advisor to Federal Chancellor Helmut Kohl and German Ambassador to NATO and then Spain.
Elmar Brok Elmar Brok is the Chairman of the European Parliament Foreign Affairs Committee and Delegation for relations with the United States.
John Bruton John Bruton was Prime Minister of Ireland’s Rainbow Coalition government in the mid-1990s.
Günter Burghardt Günter Burghardt is a former Head of the European Commission Delegation to Washington, D.C.
Robert Cox

Robert Cox is a former Senior Advisor to the European Community’s Humanitarian Office (ECHO), and former Commission Representative to Turkey.

Philippe de Schoutheete Baron Philippe de Schoutheete was for many years Belgium’s Permanent Representative to the EU.
Franz Fischler Franz Fischler was formerly European Commissioner for Agriculture and Fisheries and before that was the Austrian Minister for Agriculture and Forestry.
Monica Frassoni Monica Frassoni was Co-President of the Greens/European Free Alliance group in the European Parliament.
Catherine Gernay Catherine Gernay is the Managing Director of Belgium’s CEN-SCK (Centre d’études sur le Nucléaire).
Sandra Kalniete Sandra Kalniete is a Member of the European Parliament and was formerly Latvia's Minister of Foreign Affairs and European Commissioner in charge of Agriculture and Fisheries.
Horst Günter Krenzler Horst Günter Krenzler is a former Director General for External Relations of the European Commission.

Erika Mann

Erika Mann is a Senior Fellow for the US American Atlantic Council and was a Member of the European Parliament’s Committee on International Trade.

Stefano Micossi

Stefano Micossi is Director General of ASSONIME, and was formerly Director General for Industry in the European Commission.

Lord (John) Monks

Lord (John) Monks is a Special Adviser to the President of the European Commission. He was previously Secretary General of the European Trade Union Confederation (ETUC).

Riccardo Perissich was formerly Director General for Industry in the European Commission.

Alojz Peterle

Alojz Peterle is a Member of the Committee on Foreign Affairs in the European Parliament. He is a former Prime Minister of Slovenia.

Paul Révay

Paul Révay is the European Director of the Trilateral Commission.

Keith Richardson

Keith Richardson was Secretary General of the European Roundtable of Industrialists.

Michel Rocard Michel Rocard is a former Prime Minister of France and was also an MEP.
Javier Solana

Javier Solana is the former EU High Representative for the Common Foreign and Security Policy. He was previously Secretary General of NATO and before that Spain’s Minister for Foreign Affairs.

Dirk Sterckx

Dirk Sterckx is a Member of the Committee on Transport and Tourism in the European Parliament, and former Chairman of the European Parliament’s Delegation for relations with China. He is a former TV news anchorman.

Frans van Daele

Frans Van Daele is Head of Cabinet of the Belgian Minister of Foreign Affairs, and before that was Belgium’s Ambassador to NATO, the EU and the United States.

Frank Vandenbroucke Frank Vandenbroucke is a Member of the Flemish Parliament. He is a former Deputy Minister-President of the Flemish Region and a former Belgian Deputy Prime Minister. His ministerial portfolios have included foreign affairs, employment, social affairs and education.

News

Serb nationalist Tomislav Nikolic upset the odds on Sunday to defeat incumbent President Boris Tadic in the Serbian presidential run-off, despite prior predictions of a comfortable Tadic victory. Nikolic, a 60-year-old populist originally rose to prominence as a radical nationalist and one-time ally of the late Serbian leader Slobodan Milosevic.
When investment bank Lehman Brothers filed for bankruptcy in September 2008, the global economic decline that had begun in late 2007 took an abrupt downward turn. The ensuing economic crisis has not only impacted on business, but also on the political arena. Leaders across Europe struggle to maintain credibility as their electorate protest against austerity measures and public spending cuts.
Socialist candidate François Hollande is to be France’s first left-wing president in 17 years, after securing nearly 52% of the vote in the second round of elections on May 6. Hollande has notably vowed to renegotiate the current European budget discipline pact, moving the focus away from austerity and towards growth.
The number of unemployed people in Spain has hit a record 5.64 million, according to the Spanish statistics agency. This puts the current unemployment rate at nearly 25% - a dramatic increase from the 7.9% rate registered in April 2007.

Foreign ministers from the European Union (EU) and the Association of Southeast Asian Nations (ASEAN) met in Brunei Darussalam on 26-27 April to enhance commercial ties, strengthen political cooperation and share experiences in crafting regional integrations.

The West Africa Development Bank (BOAD), CDC Climat and PROPARCO have announced at Africa Carbon Forum (April 18th, 2012) the creation of the Carbon Fund for Africa. The fund will invest in carbon credits from projects that contribute to the green development of Sub-Saharan Africa.
Dutch prime minister Mark Rutte has offered his cabinet’s resignation following the collapse of weekend talks over the country’s 2013 austerity budget. Rutte’s resignation was tendered shortly after crisis cabinet talks on Monday 23 April.
EU foreign ministers on April 23 suspended sanctions on Myanmar, keeping only a weapons embargo in place. The EU said it was ready to “open a new chapter” in relations with the country following recent reform efforts.
Socialist presidential candidate Francois Hollande has emerged as the victor in the first round of the French presidential elections on May 22, with more than 28% of the votes, ahead of President Nicolas Sarkozy, who scored just over 27%. This is the first time in French election history that an opposing candidate has beaten the incumbent at this stage.

Dr. Jim Yong Kim, an American national and current President of Dartmouth College, is to become the 12th President of the World Bank Group, following a decision taken April 16 by the Executive Directors of the World Bank.
