Blueprint for a Debate: What is the European Union for?

This report is the logical successor to Friends of Europe's first paper in June 1999, "Blueprint for Reform". It aims to pick-up from that analysis of the options for reforming the EU's institutions, and its’ focus is how to structure a Europe-wide debate capable of capturing the interest and involvement of EU citizens.

It is argued this factor will put considerable strain on pay-as-you-go (PAYG) pension systems.
