Blueprint for Reform: A European Union that works

Friends of Europe's report on institutional reform puts the European Union's political development at the top of the agenda. It discusses a number of ways in which the workings of the Commission, the Council and the PArliament can be improved, and proposes a new and open approach to the process of EU reform. Through this report, Friends of Europe hopes to provoke criticism and debate, and also the development of alternative blueprints for future political structures linking the EU and national decisionmaking. Friends of Europe believes it will fail in its purpose only if this report does not succeed in adding momentum to what needs to be a newly-invigorated, constructive and urgent European debate. This report is the product of a process of debate, drafting and discussion between members of the Board of Trustees of Friends of Europe.
