Following on from Can EU Hear Me?, the influential 2004 report and recommendations on EU communication with citizens, the Friends of Europe Working Group together with Gallup Europe, Gellis Communications, LOGOS Public Affairs and Mostra, is publishing a new report which looks at the state of EU institution communications today, and provides both member states and the Commission with key recommendations on how to reverse citizen apathy on the subject of the European Union.
Is the so-called ‘communication gap’ on EU affairs between decision-makers and citizens a real problem or a false one? What can, or should realistically be expected from Member States in getting the EU message across to citizens? Should the role of communications be more or less political, i.e. should the Head of Representation remain a civil servant or should he/she become an actual political heavy-weight who can weigh in on national debates?
