The Lisbon Treaty and the advent of the EU's ambitious new EEAS and European diplomatic service offer an opportunity to reinvigorate Europe’s international development efforts. Most recently, HR Ashton has presented her outline of the EEAS. It already appears that jurisdiction over development policy will be split between the EEAS, the Commission, and the Parliament, in a complex power-sharing arrangement.
Panellists addressed these new developments by focusing on a number of key questions, such as: How can Europe’s policymakers ensure greater commitment to collective action at EU level? What needs to be done to make sure the EU lives up to commitments already made? With the Lisbon Treaty’s new structures and new legal framework, what sort of consistent approach should be adopted? Does the European Think-Tanks Group’s February 2010 report “New Challenges, New Beginnings” provide the answers needed?
