Last autumn’s financial meltdown has developed into a full-blown global economic crisis, yet the spring is also bringing a new mood of cautious optimism. Consensus on a new financial architecture and regulatory approach appears to be building in the wake of the De Larosiere report to the EU and the G20 summit in London, raising hopes that the worldwide financial services sector can be “re-born”. How close are policymakers to agreeing on the basis of financial markets reform, and how sure can we be that the credit crunch is truly last year’s crisis? |

The challenge to public authorities around the world has been to cushion their economies against the impact of collapsing credit institutions and markets, while laying the foundations of a buoyant new financial system. Can this be designed so as to kick-start economic recovery without exposing businesses, governments and taxpayers to the same perils that created the present crisis? What sort of early warning devices should be imbedded into the new financial architecture? |
