Executive Summary

The future of oil is caught between society's long term need for a divorce, its current addiction, and the short term priorities of politicians and investors. Complicating policy and investment decisions is profound uncertainty about how much oil is available and how much is sustainable and a real fear that unraveling the relationship could be messy. "If we continue our policies as they are now we will meet less than half our 2050 decarbonisation target," said Mechthild Woersdoerfer, Head of Unit of Energy Policy, Programming & Observatory, Economic Analysis & Infringements at the European Commission. "There is a sense of urgency and a need for action."
