Are vehicle emissions the Achilles' Heel of Europe's climate change strategy?

Public opinion has often backed EU governments to preserve their national sovereignty against policymaking by Brussels – but will that hold true when climate change is the issue?
  


In Europe there are 27 different national policies on energy and on taxation relating to motor vehicles with the upshot that an EU-wide clean air strategy seems a receding target. Cars account for 12% of Europe’s greenhouse gas emissions but there is no consensus on the CO2 tax levels needed to address that. What is the outlook for creating a genuinely single market to encourage cleaner motoring and boost EU carmakers’ competitiveness globally? And can the EU really lead the way on the post-Kyoto global climate change agenda if it remains internally divided and under-performing in this key area?
