The European Agencies: Who needs them?

Since they were introduced in the mid-1970's, European Agencies have provided specialised advice and information on specific European topics. This debate will discuss pertinant issues relating to the Agencies such as scope of political supervision, the limits of their independence and what advantages, if any, do they bring to the EU project?
