Europe’s postal services have undergone dramatic economic, technological and political change in the two decades since EU policymakers first began to introduce reforms as part of the Single Market strategy. But further substantial change is now in the offing as the European Commission puts the finishing touches to its proposal for the opening of national postal and delivery markets to EU-wide competition by 2009. What terms and conditions will the new EU package be putting forward, and how well will EU countries’ universal postal service providers fare in the face of more competition from other postal operators and from electronic communications? How can we ensure that a good quality universal service remains available throughout the EU? How can postal liberalisation contribute to the Lisbon competitiveness agenda?
