Europe's telecoms industry has suffered from unprecedented turbulence since the height of the “internet bubble” and has seen restructuring and changes at the top in a number of companies. What conditions are now needed - in terms of EU-wide regulation and supervision - that could restore confidence and tempt investors to return to the telecoms sector? And from an EU perspective, what does the industry itself need to accomplish?
